INTERNATIONAL

The Portuguese government reduced the value of the new Indicative Cooperation Programme (PIC) with Cape Verde for the 2012-2015 period, from 70 million euros to 56 million euros (Macauhub).

Cape Verde comes 27th place worldwide and second among Portuguese-speaking African countries according to the development indicators assessed by the Index of Democracy and published in the Economist Intelligence Unit (AW).

A failure that occurred on August 24th in the only generator in service in Porto Inglês can leave the Island of Maio without electricity supply for over a week, the Cape Verde Press reported (AW).

The new administration of the Paúl municipal chamber, led by mayor António Aleixo, hopes to be able to give Passagem Park back to the local community before the end of this year. In this sense, the new mayor affirms that “minimal repairs” will be made in the facility’s gardens, plumbing and restrooms, and that the walls surrounding the park will be painted (A Semana).

The beating of Maria José dos Santos’ drum is one of the trademarks of the Saint Anthony of the Pigeons festivities, one of the main attractions in the municipality of Paúl, Santo Antão, her native land. This 37-year-old woman, who in 1997 won the prize for best drummer during the festivities, is a customary presence at the festivities of all of the saint days on the island, and says with conviction that “playing the drum is also for women” (A Semana).

ECONOMY

Cape Verde’s economy grew 178% between 1998 and 2007, showing the sixth-highest growth in Africa during the period in question, beat only by Equatorial Guinea (963%), Angola (753%), Mozambique (306%), Sudan (283%), Nigeria (201%) and Chad (197%). The figure is even more impressive when taking into consideration the fact that all of the other above-mentioned countries either are major petroleum producers or possess major natural gas reserves, while Cape Verde still boasts little more than its own “human resources” (A Semana).

ELECTIONS

As Angolans prepare to go to the polls on August 31st for only the second time since the end of the war, President Jose Eduardo dos Santos’s ruling MPLA party reminds them daily of the rewards of peace and boasts of its reconstruction achievements (Reuters).

Long-serving President Jose Eduardo dos Santos is widely expected to win a new five-year term in office after nearly 33 years at the helm of Africa’s second-biggest oil producer. Here are some of the main events since the end of the war at Reuters.

INTERNATIONAL

Angola has extradited 37 Chinese nationals, accused of extortion, kidnappings, armed robberies and running prostitution rings. They allegedly targeted other Chinese, kidnapping businessmen for ransom and sometimes burying victims alive (BBC).

The Guinea Bissau transitional government plans to renegotiate the quotas set with Angolan company Bauxite Angola, which is set to mine bauxite deposits in Boé (Macauhub).

The Republic of Angola will participate on 30 and 31 August, in Tehran, Iran, at the 16th Summit of Heads of State or Government of non-aligned countries (AllAfrica).

OIL & GAS

Angolan crude oil differentials were assessed slightly lower last week, with some grades moving to discounts to dated Brent, due to ample volumes for October.  The West African country’s exports are due to jump by around 100,000 barrels per day (bpd) to 1.67 million bpd due partly to higher supplies of the Girassol grade after a force majeure (Reuters).

Angola emerged from its civil war as one of the poorest places on earth, with nowhere more devastated than Huambo, its universities, factories and homes destroyed in the war’s most crushing battles (News24).

The newly inaugurated Catumbela airport is an alternative to Luanda’s “due to its size and capacity”, says the head of Angola’s airport and air traffic authority Empresa Nacional de Aeroportos e Navegação Aérea (ENANA), anticipating an annual movement of 2.2 million passengers (Macauhub).

PORTS & LOGISTICS

Brazil and Cape Verde may celebrate a new business link from October 2012, the Cape Verde press reported, when a new maritime route will be inaugurated that will run between the Brazilian state of Ceara (capital Fortaleza) and our country. The new route will cut travelling time between the two countries by more than half, opening up new trade opportunities for both sides of the Atlantico.

The Port of Praia is currently undergoing rehabilitation work and expansion and will be able to receive three cruise ships simultaneously by 2013, National Port Authority Enapor told the Cape Verde press .

Angola’s plans to invest more than $17 billion in electricity generation and distribution by 2016 are designed to increase social justice by giving low-income classes better access to energy, President Jose Eduardo dos Santos said (Reuters).

Former President of the Republic of Cape Verde, Pedro Pires, is leading a mission of 30 observers from various countries on the continent sent by the African Union (AU) to the general elections in Angola, scheduled for August 31st.

Standard & Poor’s Ratings Services affirmed its long-term foreign and local currency sovereign credit ratings on the Republic of Angola at ‘BB-‘. S&P also affirmed our ‘B’ short-term foreign and local currency sovereign credit ratings on Angola. The transfer and convertibility (T&C) assessment of ‘BB-‘ has also been affirmed. The outlook is stable (Reuters).

Angola’s National Agency for Private Investment (ANIP) signed in a period of a six weeks 16 investment contracts worth a total of US$345 million, the president of the agency, Maria Luísa Abrantes said (Macauhub).

BUSINESS

South African retailer Shoprite said it plans to open 21 new stores in Angola (Reuters).

BANKING & FINANCE

The National Bank of Angola (BNA) has decided to keep the base interest rate in the country unchanged at 10.25 percent per year, as well as on the permanent liquidity and absorption facilities at 11.75 percent and 1.50 percent per year, respectively, the central bank said (Macauhub).

The Angolan government is the ultimate guarantor behind the USD1bn Angola 2019 loan participation notes issued earlier this month, Moody’s has said – even though the government did not issue the notes itself. The bonds were issued by a special purpose vehicle backed by Russian bank VTB Capital, but the ultimate risk is with the Angolan government (Reuters).

Standard Bank has outlined plans to expand from 7 to 70 branches in oil-rich Angola, now one of the world’s most expensive countries for business, in as little as three years (Reuters).

MINING

A diamond bigger than the Koh-i-Noor, a centerpiece of the British crown jewels, has been unearthed by Australia’s Lonrho Mining Ltd. in Angola (Bloomberg).

OIL & GAS

Japan’s top oil and gas explorer Inpex Corp said it has agreed to acquire a 9.99 percent stake in Angola’s offshore oilfield block 14 from France’s Total (Reuters).

Angola, Africa’s second-largest oil producer, will increase its crude exports in October to 54 cargoes, three more than next month, according to a preliminary loading program obtained by Bloomberg.

ECONOMY

The annual inflation rate rose 0.9% in July. In July 2012 the rate of change recorded in the Consumer Price Index was 2.5%, increasing 0.9% from the value recorded in the previous month. The monthly variation observed between June and July 2012 was (1.0%), higher by 0.7% than registered in the previous month. The average of the last twelve months stood at 3.0%, lower than the previous month by 0.2% (INE).

A government and business mission from Cape Verde has been taking part in the Chinese cities of Beijing and Wuxi, in a training seminar on development of special economic zones (SEZs) (Macauhub).

LOGISTICS

The Brazilian state of Ceará by the end of the year is expected to have a direct sea route to Cape Verde, thus substantially reducing the time it takes for cargo ships to reach the archipelago, which currently stands at 35 to 40 days (Macauhub).

Establishing the Ceará to Cape Verde route and port logistics are the focus of a business meeting held Friday at the Federation of Industries of the State of Ceará (FIEC), in the Brazilian city of Fortaleza (Macauhub).

One concern regarding Angola’s upgrading to 4G technology is that the country might be trying to run before it has learnt to crawl. There is a lack of technicians with the capacity to maintain and utilise new technologies while existing 3G coverage is often unreliable. Power supply is also a problem. Given the erratic power grids within Angola and wider region, generators and solar power often provide the only way to recharge mobile devices (All Africa).

Companhia de Bioenergia de Angola (Biocom) plans to produce 220,000 tons of crystal sugar per year in 2015 when a full 32,000 hectares of sugar cane are planted, the company’s chief executive and financial officer, António Carlos de Carvalho said (Macauhub).

Bauxite Angola has informed the Guinea Bissau government that it is available to re-launch its mining project in the south of the country and continue with construction of the deep water port in Buba (Macauhub).

The fabric of Cape Verdean life is woven with many threads, music being one of its most important. Inspired by the islands’ rich and complex history, it comes as no surprise that music would be the centerpiece of the Onset Cape Verdean Festival (South Coast Today).

Ruben Sanca, the former O’Bryant High and UMass-Lowell runner who grew up in Dorchester, finished last in his heat of the men’s 5,000 meters at the Olympics on Wednesday and did not qualify for Saturday’s final (Boston.com).

Tito Paris, Nancy Vieira, Sara Tavares, Albertino Évora, Diva, Chico Serra and Angolan artist Bonga are among those to perform at this years Baia das Gatas festival on Sao Vicente, from August 17th-19th. The 2012  edition of the festival, one of the most important in Cape Verde, will be focused on a homage to the recently deceased Cesaria Evora (AW).

Agostinho Neto Hospital, in the capital of Cape Verde, will by the end of the year have an intensive care unit, which will be the first in the country, as part of the Cape Verde’s cooperation with China, the Cape Verdean government said (Macauhub).

A rebel group that has fought for the independence of Angola’s oil-producing northern enclave of Cabinda for nearly four decades wants to hold talks with the Angolan government after national elections on Aug. 31, its leader said.The Front for the Liberation of the Enclave of Cabinda (FLEC) has fought a low-level insurgency for 38 years (Reuters).

ECONOMY

Angola’s annual consumer inflation slowed to 10.02 percent year-on-year in July from 10.11 percent in June, the National Statistics Institute (INE) said (Reuters).

The value of Angola’s currency, the kwanza, is expected to remain stable against the US dollar over the next two years following the recent doubling of Angola’s foreign reserves, which offer the central bank the tools it needs to defend the exchange rate,” according to the Economist Intelligence Unit (Macauhub).

Renault has recruited local partners in Africa like the conglomerate Duarte in Angola, where incomes are rising after oil and gas discoveries in recent years. The French carmaker has lined up 14 sales and import partners to give it a presence in 25 countries in sub-Saharan Africa (Bloomberg).

Seven new hotel establishments, including hotels, inns, and hostels of different categories and classifications were awarded licenses in the first half of the year in Angola’s Benguela province, making a total of 272 available beds (Macauhub).

Swiss food and beverage giant Nestlé has furthered its presence on the African continent through the opening of a new CHF16m ($16.4m, €13.3m) factory in Angola (Dairy Reporter).

The Angolan Active Venture Capital Fund (FACRA), which is part of the Programme for Development of Micro, Small, and Medium-Sized Companies (MPME), was launched in Luanda by the Angolan Economy Ministry (Macauhub).

Angolan bank Banco de Negócios Internacional (BNI) plans to launch its internationalisation process by opening up an representative office in Lisbon, Portugal, the chairman and main shareholder of the bank, Mário Palhares said in Luanda (Macauhub).

SAL

The Cape Verdean government is spending more than 6 billion escudos (US$65.3 million) on building what is considered to be important infrastructure for the development of the economy of Sal Island, the Minister for Infrastructure and Marine Economy said. Minister Sara Lopes said that the work that was underway, to modernise the airport and the port of Palmeira and the access road to the island’s hotels, would contribute to economic development becoming a reality (A Semana).

ECONOMY

Cape Verde’s National Statistics Agency INE reported that the external trade data show that in the second quarter of 2012, both re-exports, as exports and imports decreased by 32.3%, 7.4% and 17.0% respectively over the same period of 2011. The trade deficit has evolved in the same direction, decreasing 17.8%. The rate of coverage has evolved positively, increasing 1.1 pp from the same quarter. With regard to amounts accrued up to the second quarter, the trend of imports and exports remained negative (-13.2%) and (-8.9%) respectively while re-exports reversed the trend by presenting a positive trend of 21.0 % (AW).

Also, according to the results of the Consumer Survey of the second quarter of 2012, INE reports that consumer confidence continued its upward trend of recent quarters, registering the highest value of the last eight (8) consecutive quarters. This was due to the positive assessment by families on their financial home situation and the country’s economic situation over the next 12 months (AW).

The Cape Verde Government will merge the Agency for Regulation and Supervision of Food and Drug (ARFA in Portuguese) and the National Agency for Food Security (ANSA  in Portuguese) , acoording to Minister of Tourism, Industry and Energy, Humberto Brito (AW).

AGRI ETC.

The Cape Verdean government has launched a pilot project in hydroculture – an agricultural method in which plant nutrients are distributed in water – in order to encourage participation of the private sector in the modernisation of agriculture on the archipelago, said Rural Development Minister, Eva Ortet (Macauhub).

AVIATION

No less then four news flight a week have been announced in the last few days. Binter Canarias Airlines will offer from September 11th two weekly flights between Praia and Las Palmas, while low cost carrier Transavia, part of the KLM-Air France Group, has now confirmed twice weekly flights between Sal and Amsterdam.

The Binter Canarias flights will take place on Tuesdays and Fridays. They will be carried out by 50-seat Bombardier jets of Air Nostrum (an Iberia franchise) with an estimated flighttime of two hours and forty minutes. Note that Binter Canarias in the same press release also announced flights between Lisbon and Las Palmas, but these take place on other weekdays: Wednesdays and Sundays.

Transavia now offers through their website two flights a week between Amsterdam and Sal Island, on Tuesdays and Saturdays, starting on October 30th. Return prices appear to hover on average around 400 Euro’s which is very competitive indeed. Travel time however will be stretched extensively because Transavia will include stops in either Faro or Malaga to unload or load other passengers (AW).

Earlier, German leisure carrier Condor announced it was expanding service to Gambia, where service to Banjul is increasing from 1 to 2 weekly. At the same time, Condor is introducing service to Cape Verde with flights to Sal and Boa Vista. The airline will combine Cape Verde and Gambia operations, which sees, starting November 1st, flights doing Frankfurt-Sal-Banjul-Frankfurt and Frankfurt-Boa Vista-Banjul-Frankfurt.

FISHERIES

An awareness-raising campaign led by the Directorate General of Fisheries, the National Fishing Development Institute (INDP), the Port Authority and all official entities working in the maritime sector is under way to encourage fishermen not to catch mackerel in the months of August and September – the spawning period of this fish, which is consumed in large quantities by Cape Verdeans (A Semana).

China National Fisheries Corp. is set to build a refrigerated warehouse on the Cape Verdean island of Sao Vicente in order to keep fresh the fish caught by its fishing vessels in the Atlantic Ocean, said Cape Verdean state port company Enapor – Portos de Cabo Verde (Macauhub).

POLITICS

Angola’s two main political parties promised to improve living conditions in the oil-rich nation as they launched campaigns for the general election at rallies in the capital. The ruling Popular Movement for the Liberation of Angola (MPLA) and its longtime rival the National Union for the Independence of Angola (Unita), picked the same neighbourhood of Viana in Luanda for their first rallies ahead of the August 31 polls (AFP).

Angola’s ruling MPLA is using state media to its own advantage and restricting freedom of expression in the campaign for a general election on August 31, the main opposition party and a global rights group said (Reuters).

Angola’s main opposition party denounced what it claims was a violent intimidation campaign by the ruling party, three days before the start of a general election campaign. According to the National Union for the Independence of Angola (Unita), two people died and around 10 were injured after members of the Popular Movement for the Liberation of Angola (MPLA) ambushed a meeting of Unita party members in Kapupa, in the western Benguela region (News24).

China is at the top of the list of countries with private investment contracts signed in the first half of the year in Angola, mainly in sectors such as industry, telecommunications, and construction, the president of the National Agency for Private Investment (ANIP) said (Macauhub).

BUSINESS

Quest Water Global Inc., whose systems create water from humidity, is negotiating with theAfrican Development Bank for loans to build plants in Angola, where half the population lacks clean drinking water. The company received a letter of intent from the Tunisia-based bank to finance plants that will cost $5.5 million to $6 million each. Water is considered a “priority area of intervention” for the lender, which will consider the funding after Angola submits a formal request for support (Bloomberg).

Zon Multimédia plans to continue boosting its position in Africa, where it is present in partnership with Zap, which is controlled by Angolan businesswoman Isabel dos Santos, who is also the largest shareholder of the Portuguese operator (Macauhub).

INFRA

The trains on the Benguela Railroad in Angola are due to reach the border with the Democratic Republic of Congo next December, after being at a standstill for 30 years due to the Angolan civil war, said the chairman of state company Caminhos de Ferro de Benguela, José Carlos Gomes (Macauhub).

OIL & GAS

Oil explorer Cobalt International Energy Inc said data from a well has confirmed the presence of a large oil reservoir off the coast of Angola, sending its shares up 19 percent. The well in Block 21 also confirmed a deeper reservoir than what was shown by a previous appraisal well, said the company (Reuters).

Chevron Corp plans to invest $2 billion to develop its Lianzi oilfield straddling the maritime border between Republic of Congo and Angola (Reuters).

Asian refiners will boost imports of Angolan crude in August to the highest level in six months while purchases from Nigeria will drop to a new low, a survey of seven traders and an analysis of loading plans obtained by Bloomberg News  showed.

Halliburton Co. has launched an internal investigation into payments made  to third parties in Angola and Iraq relating to customs and visa issues,  according to a filing with the Securities & Exchange Commission (FoxNews).
