INTERNATIONAL

The International Monetary Fund (IMF) found itself in agreement with Cape Verde’s State Budget (OGE) that was approved by the National Assembly, the head of the IMF mission, Sukhwinder Singh, said.

The President of Cape Verde, Jorge Carlos Fonseca, arrived in East Timor for a state visit aimed at strengthening cooperation and political ties between the two Portuguese speaking countries, the Cape Verde press reported.

A bilateral summit between Cape Verde and Portugal will take place in the coming days on Sao Vicente, intended to reinforce private sector cooperation between the two countries. The Portuguese delegation is led by the country’s Prime-Minister himself.

Praia district attorney Kylly Almada Fernandes was tapped by the Council of Ministers this week to serve as the director of the Financial Information Unit, the entity that functions within the Ministry of Justice to promote greater effectiveness in the investigation of money laundering and terrorism financing crimes, A Semana reported.

Boa Vista residents are planning to take to the streets this Friday, November 30, to protest against the company Águas e Energias de Boa Vista (AEB) and demand higher quality water and better electricity services, A Semana reported.

Three men that have not yet been identified by police attacked the French  yacht “Manara”, gagging and sexually assaulting a woman and taking some goods, the Cape Verde press reported.

By the end of December, Cape Verde will have broken its own record in terms of cruise ship stopovers, with 40 ships, 25,000 passengers and 10,000 crew members having called to the port of Mindelo alone, A Semana reported.

The governor of the Bank of Cape Verde (BCV), Carlos Burgo, announced that for the first time this year the bank signalled a reduction in remittances from Portugal.

TOURISM

The Spanish Melia hotel group and the Gibraltar based Resort Group threatened to halt further investments in the Cape Verde tourism sector if the government would go ahead with its plans for a tourist tax.

Oasis Atlantico announced that their soon to be opened Salinas Sea hotel in Santa Maria on Sal Island comes with some of the most eco-friendly systems available. The hotel will benefit from using a self water supply, a desalination plant, an electricity generator, a waste disposal system, a plant for the re-use of waste water for gardening and solar panels.

President Jose Eduardo dos Santos sent an envoy to his Ugandan counterpart Yoweri Museveni over the fighting in eastern Democratic Republic of Congo (DRC). The visiting Angolan Secretary of State for Foreign Affairs, Manuel Augusto, met Museveni to discuss ongoing efforts to pacify eastern DRC.

Angola’s key lending rate was left at 10.25 percent, Banco Nacional de Angola announced.

Angola rose two places in the World Bank Doing Business Report listings, from 174th to 172nd. The country lost points on most aspects of the survey, but these were offset by a whopping increase of 32 points related to the  improved supply of electricity.

The Angolan government is planning to build almost 6000 kilometers of national highways at a cost US$32 billion.

Italian oil company ENI announced that it intends to sell a further stake in Portugal’s Galp. First in line to buy the stake is Amorim Energia, that already has 38% of Galps shares. Amorim Energia is partly owned by Sonangol.

Angola’s oil production in October saw the biggest rise against September out of all the member countries of the Organization of Petroleum Exporting Countries (OPEC), the international press reported.

PORTS

The Namibe Port company will soon start the second stage of the rehabilitation programme of infrastructures in Lobito and Namibe ports. This second stage also includes the start of studies on the expansion of Namibe Port in deeper waters.

Cape Verde’s government budget is still feeling the effect of a drop in revenues and rise in expenditure, according to the Monetary Policy Report of the Bank of Cape Verde, the Cape Verde press reported. The report said that the budget deficit had reached 7.6 percent of gross domestic product (GDP), a year-on-year increase of 1.8 percentage points, driven by a rise in investment expenditure (+19.5 percent) and reduced revenues – a drop of 72 percent in donations and 2.4 percent less in tax revenues.

More than 8000 people visited the 16th and the biggest ever edition of the FIC, or Feira Internacional de Cabo Verde, which took place in Praia.

A Brazilian consultant argued that the 400 million kilos of trash produced by Cape Verde per day could be recycled, generating employment and income to families and reducing environmental pollution, the Cape Verde press reported.

TELECOMS

Digital terrestrial television (DTT) should replace analogue broadcasting in Cape Verde by 17 June 2015, meeting the deadline set by the International Telecommunication Union (ITU), Telecompaper reported.

Telecommunications company T+ has changed its name and is now Unitel T+ Telecomunicações following its acquisition by Unitel Internacional, the investment platform of Angolan group Unitel, owned by businesswoman Isabel dos Santos, the Cape Verdean press reported.

Antonio Mota, chairman of Portuguese building group Mota-Engil, said that payment delays in Angola for work carried for the country’s government are being settled, he said, without providing details as to how much is owed (Bloomberg).

The Starwood Hotels & Resorts Worldwide group plans to enter the Angolan market by building a 5-star hotel with 300 rooms in Luanda, Macauhub reported.

Praia City Council announced that in 2013, the Imposto Único sobre Património (IUP) or real estate tax charged by the municipality, will increase from six to 24 thousand escudos per year.

SAO VICENTE

Sao Vicente was honoured by a visit of the Mein Schiff 1. This cruise ship of the German Tui group has capacity for 1924 passengers and a crew of 780 people. Built in 1996, the Mein Schiff 1 is a luxury cruise liner with 13 decks and 962 passenger cabins, it is 262 metres long and 32 metres wide.

The fishing village of Salamansa, 12 kilometers from the center of Mindelo, is the first in the country equipped with photovoltaic (or solar powered) street lighting on all streets, the Ministry of Tourism, Industry and Energy announced.

Vice President Manuel Vicente said the national development plan for 2013-2017 would focus on “stability, growth and employment”with the main goal of fighting against hunger and poverty and raising the living standards of Angolans. Angola’s annual consumer inflation quickened to 9.76 percent year-on-year in October from 9.65 percent in September, the National Statistics Institute (INE) said according to Reuters.

The current organisation level of Luanda Port, resulting from investments being made by the Angolan state, enabled for the first time the docking of a big capacity ship. The ship that arrived, the Maersk Cape Coast, has the capacity to transport 4,500 containers (ANGOP).

Hainan Airlines, China’s fourth largest airline, will launch a route from Beijing to Luanda onDec. 3rd. The route will have a layover at Abu Dhabi, capital of the United Arab Emirates, giving passengers more options in terms of connecting flights (Xinhua).

The Angolan Oil minister, José Maria Botelho de Vasconcelos, said that the programme of the Angolan Government for the 2012/16 period provides for the intensification of prospecting and exploration in the oil sector (ANGOP).

DEFENSE & SECURITY

Cape Verde will receive four planes in 2013, two from Brazil and two from Austria, for the surveillance of the country’s maritime space. The planes coming from Austria would be small but efficient, with the capacity to fly 14 hours, the Cape Verde press reported. There were earlier reports of second hand Embraer Bandeirantes to be handed over by the Brazilian Airforce. The Austrian planes may be the Pilatus PC-6 Porter or Turbo-Porter, made in Switzerland. The Porter has STOL (Short Take Off and Landing) features and it can land on very small fields. Cape Verde earlier reported buying helicopters from China, which are urgently needed for civilian protection and medical service.

SANTO ANTAO

The newly elected mayor of Paul, Antonio Aleixo, has said that the Passagem resort will change face before the end of the year. Personnel belonging to the municipality and the Rural Development Ministry are already working to renovate the gardens, A Semana reported.

Entrepreneurs and municipalities of Santo Antao have been discussing the founding of a shipping company to improve the maritime links with Sao Vicente Island, Inforpress reported.

According to the results of the Consumer Confidence Survey by the National Statistical Institute for the third quarter of 2012, consumer confidence remained at the same level as the previous two quarters. The confidence indicator has improved on a year on year basis. This was due to positive assessment by families of the current economic and financial situation, as well as the economic and financial situation of the country over the next 12 months.

AVIATION

From January to September 2012 some 1.387.000 passengers travelled through Cape Verde’s airports, just four percent more than in the same period last year, A Semana reported. The number of international passengers grew 15%, while the number of domestic passengers declined by six percent. Fastest growing airport of the country is still that of Boa Vista (up 22%), while Praia’s airport saw some decline in its numbers of passengers.

Cape Verde and The Netherlands have signed a new aviation agreement that allows more flights to be carried out between the two countries, A Semana reported. Currently two Dutch carriers are serving routes to Cape Verde from Amsterdam: Arkefly to Sal and Boa Vista and recently Transavia started flights to Sal. According to A Semana Transavia is pondering adding another flight, between Amsterdam and Sao Vicente.

Royal Air Maroc have meanwhile announced they will start operating several flights a week between Casablanca and Praia from March 2013.

ECONOMY

China has granted a 95% tariff discount to exports from Angola, News24 reported, after the signing of a new round of trade deals between the two countries. Until now Angola exports entered China with a 65% discount from normal tariff rates. Crude makes up about 90% of Angolan exports to China. Angola is now the largest supplier of crude to China.

The construction of the second phase of the Luanda Logistics and Distribution Centre (CLOD) will start in January 2013 and is estimated at AKZ 3.8 billion. This amount to be invested in the project is part of a credit line of the Spanish Government. The fund will be spent in the construction of cold storage for the preservation of perishable goods such as meat, fish, vegetables and other food products. The first phase of Luanda logistic centre was implemented between 2009 and 2010. It consisted of four warehouses for the conservation of food and sundries (ANGOP).

The China International Trust and Investment Corporation (CITIC) is set to build a new residential area with 6.084 homes in Soyo, in Angola’s Zaire province, which is due to be finished by 2016, the Angola press reported. The new residential area will be known as “Soyo-2″ and will be located 14 kilometres east of the provincial capital.

MINING & STEEL

Angola aims to start up iron ore production in the next two to three years through a state company partnership with private operators including leading international trading house Trafigura, Reuters reported.

The Angolan government is working on legislation that will create a public organ for the trading of strategic mining products, such as gold, diamonds and radioactive minerals, the Minister of Geology and Mining, Francisco Queirós said according to ANGOP..

OIL & GAS

Chevron’s Angolan subsidiary Cabinda Gulf Oil Company declared force majeure at the Kuito offshore oil terminal on October 29 due to a fault with a mooring line, Reuters reported. Chevron is one of Angola’s top producers and typically loads two 920,000 barrel tankers a month from its Kuito platform.

The European Union (EU) and Cape Verde have signed a deal allowing Cape Verde’s citizens to be granted cheaper short-stay visas for trips to most EU countries, the European Council said. The full text can be found here (pdf).

ECONOMY

The foreign trade data compiled by Cape Verde’s National Institute of Statistics for the third quarter of 2012 show that imports declined 6.4% and exports and re-exports increased by 5.0% and 81.2% respectively, against the same period of 2011. The trade deficit fell by 7.2% (INE).

Cape Verde’s emigrants, spread out over five continents, sent home almost 1,4 billion CVE in the month of August. This amount was slightly less than that for the previous month, but still higher than the remittances made in the same month of 2011, A Semana reported.

AVIATION

The first passengers to fly from the Netherlands to Cape Verde on Dutch airline Transavia arrived on the Island of Sal October 30. Some 120 people, most of them Cape Verdean émigrés in the Netherlands, were welcomed at Amílcar Cabral International Airport with a cotcktail reception featuring traditional Cape Verdean music, A Semana reported.

Starting November 2013 Cape Verde will receive another cruise line, Variety Cruises, Enapor, the country’s port authority, reported. Variety Cruises is one of the largest cruise companies, operating small vessels. With 11 vessels with 4 to 36 cabins, the cruise line zerves a nich market: intimate groups of tourists seeking leisure, pleasure and fun. Variety Cruises has been acquiring several ships, including the “Panorama”, the ship that will visit Santiago, Fogo, S, Nicolau, Sao Vicente and Maio in a 7-day progam.

The Cape Verde government backed away from a plan to increase the cost of Tourist visa to paying 46.25 euros (5100$00) when applying beforehand through a travel agency and 56,22 euros (6200$00) upon arrival in the country, the Cape Verde press reported.

VTB, Russia’s second-largest bank, is reportedly set to help the Angolan government raise $2 billion after already providing a loan of $1 billion earlier this year, according to Reuters.

President José Eduardo dos Santos met the CEO of the Russian financial VTB group, Andrey Kostin, with who he discussed issues related to economic cooperation (ANGOP).

Over 20 million tons of crude iron will be produced annually at the Kassinga iron mines 1 and 2 in the Jamba district of southern Huíla province (ANGOP).

The Angolan government plans on turning the district of Jamba into the biggest hub of the country’s steel industry, with the implementation of an ambitious project of transforming raw iron into steel (ANGOP).
