ECONOMY

Projections from the Bank of Cape Verde (BCV) point to continued loss of momentum in economic activity in 2013 and average annual inflation in therange of 2.5 – 3.5 percent, local press reported.

Imports, exports and re-exports saw negative evolution in the first quarter of 2013, according to provisional foreign trade data from the National Statistics Institute (INE). During the same period, the deficit in the balance of trade dropped 13.1% and the coverage rate improved 0.4 percentage points, A Semana reported.

US group Viceroy Hotels & Resorts plans to open a hotel in Cape Verde in 2017, the Viceroy Cape Verde on the island of Santiago. The future hotel, which will be in the Sambala community, an urban development area a few minutes form Praia, will have 130 rooms, three restaurants, a kids’ club and the usual customer support facilities, international press reported.

The historic nucleus of the city of Praia is now a National Heritage Site, A Semana reported. The classification, published in the May 17 edition of the Official State Bulletin, refers to the district, known as Plateau, as a “relevant historic and cultural site” whose legacy is worth preserving for future generations. But the main objective for the future is obtain the status of World Heritage Site for the neighborhood – so far, nearby Cidade Velha is the only World Heritage Site recognized by UNESCO.

The regulations for Cape Verde’s Centro Internacional de Negócios or International Business Center, will be opreational from August 2013, A Semana reported. The Centro Internacional de Negócios, a tax benefit system for international business, was approved in 2010, but its rules, that have too be internationally acceptable, have so far not yet been approved by the cabinet.

In April 2013 the rate of change of the CPI was 2.3%, up 0.3 % over the figure recorded in the previous month. The monthly variation observed between March and April of 2013 was positive (0.2%), higher by 0.7 pp to the previous month. The average of the last twelve months was 2.9%, higher than the previous month by 0.1 % (INE).

The Brazilian National Service for Industrial Training (Senai) is to support Cape Verde in defining a model of self-sustainable financing for job and professional training centres, Minister Janira Hopffer Almada said according to local press.

TACV is planning to start flying twice a week to Fortaleza, Brazil, as of 9 July. TACV currently offers one flight between the Fortaleza and Praia, every Thursday. A flight will now also be offered on Tuesdays between Fortaleza and Sal Island.

Cape Verde’s airport management company Empresa Nacional de Aeroportos e Segurança Aérea (ASA) plans to spend 1.8 billion Cape Verdean escudos (17 million euros) to expand and modernise the archipelago’s airports. Amílcar Cabral International Airport on Sal Island, will reorganise its passenger terminal, expanding the international departure and arrivals areas, increasing the retail area and creating new areas for border and customs services. Aristides Pereira International Airport on Boa Vista Island, which was opened in 2008, and “exceeded all” expectations in terms of traffic, will have its passenger terminal doubled among other things.

Five commercial banks operating in Cape Verde have formed a consortium in order to finance partof the construction of the Sal Hilton Hotel for 19 million Euros: Banco Comercial do Atlântico, Caixa Económica, Banco Espírito Santo, Banco Interatlântico e Ecobank. Construction of the country’s first Hilton is now set for October 2013 and the hotel should be ready in 2015.

The first appartments from the social housing project “Casa para Todos” for Praia will be ready this month:  140 appartments in Palmarejo Grande and 125 in Achada Grande Trás. Works are underway in other parts of the capital too, like in Tira Chapéu, Terra Branca, Ponta d’Água and São Pedro Latada, resulting in a grand total of 2100 new homes. The national social housing programme is well under way in the whole country and will bring no less than 8500 new housing units (picture and info from A Semana).

Germany plans to invest in renewable energy in Cape Verde. The initiative is part of the Cape Verde government programme that aims to increase renewable energy in its overall electricity production, which currently stands at around 30 percent, a project with an estimated cost of 1.2 billion euros.

Exports from the Brazilian state of Ceará to Cape Verde fell from US$10.6 million to US$965,000 between 2008 and 2012, according to figures from the International Business Centre (CIN/CE) of the Federation of Industries of the State of Ceará (Fiec). Brazilian newspaper Diário do Nordeste reported that according to CIN/CE the drop in trade is due to logistics problems between the two markets and businesspeople from Ceará and Cape Verde calling for the launch of a sea link, Macauhub reported.

A group of international specialists has released a study that concludes that Cape Verde’s population “presents unique characteristics because it has an absolutely extraordinary level of miscegenation between Africans and Europeans.” An article with the results of the research has just been published in the scientific journal PLoS Genetics (A Semana).

The Minister of Rural Development, Eva Ortet, promissed to support farmers on Sal with installing greenhouses and plots with drip system in order to transform agriculture on the island.

Nearly five thousand people from across Santo Antao island visited the third edition of “kmida di terra” (an event dedicated to traditional food) in the eastern part of the island.

AVIATION

TAP Air Portugal has now confirmed it will start flying between Lisbon and Boa Vista Island twice a week from November 2013.

Work for the second phase of expansion and modernisation of the port of Praia will be concluded this year, international press reported. This work, which is expected to cost 72 million euros is being carried out by a consortium of Portuguese companies Somague, MSF and Etermar. The second phase covers refurbishment of the existing dock, construction of a protective mantle for the container park and a 234 metre-long breakwater, as well extending the number one dock to around 450 metres in order to allow two container ships to manoeuvre at the same time as fuel tankers are moored at the end of the dock. Dredging of the manoeuvre basin and installation of a navigational support system, as well as construction of the container park, are also part of the work now contracted.

ECONOMY

The International Monetary Fund has corrected the error it made in calculating Cape Verde’s debt ratio for 2012. Cape Verde’s total debt stands at 81% of gross domestic product, and not 96%, as the institution had announced in mid-April. The correction represents a victory for Cape Verdean Minister of Finances Cristina Duarte, who even saw her own public debt estimate of 83% brought down 1.2 percentage points (A Semana).

The new employment figures for 2012 have been computed and released by INE. Like last year, Sao Vicente is the island with the highest number of unemployed: 29%. Santo Antao comes second with almost 22% of unemployed residents. National unemployment is almost 17%. Check out all the figures here (Pdf).

As of May 1st, any overnight stay up to 10 days at a hotel in Cape Verde will be taxed at two euros, a measure that will, according to the Government, collect revenues exceeding 600 thousand escudos annually, local press reported.

Slow rhythms, mournful melodies and melancholic voices. The world knows about the music from Cape Verde mainly through the late Cesária Evora, who popularised the songs from her native island of São Vicente. These brooding mornas marry Portuguese fado (traditional songs about longing) with a languid local beat—an Afro-European mix resulting from the nation’s chequered past. Spreading Cape Verde’s sounds around the world has been the life work of José da Silva, a musical entrepreneur born in Cape Verde (The Economist).

AVIATION

Low cost carrier Transavia, owned by Air France/KLM, will start operating charter flights between Amsterdam and Sao Vicente from October 2013, in addition to their flights from Paris Orly and their flights to Sal that are already operational. On top of that, Transavia will also start extending its regular Amsterdam flights to Sal with a stop at Boa Vista from October 2013. More Dutch tourists are to come as Arkefly, part of the TUI group, will raise the number of its flights from Schiphol to Sal and Boa Vista to three per week in the 2013/14 winter schedule.

BOA VISTA

The Ministry of Infrastructures and the Maritime Economy will invest another 3.5 billion escudos in the expansion and modernization of Sal Rei sea port on Boa Vista. The figure comes in addition to the 4.8 billion escudos previously invested. The 3.5 billion escudos were alloated to Somague and MSF, the members of the consortium that is executing the project aimed at correcting the damages caused by the rough seas at the port, A Semana reported.

FOGO

The city of São Filipe has joined Ribeira Grande de Santiago (Cidade Velha), Tarrafal de Santiago and Ribeira Brava as a National Heritage Site. Official recognition of the status took place Monday, April 29, in the noble hall of the São Filipe municipal chamber (A Semana).

The ship Pentalina has damaged the roll-on/roll-off ramp at Vale dos Cavaleiros sea port on the island of Fogo. The accident marks the third time the same ship has caused damages at the port, making operations difficult for all vessels. The accident led to various constraints, especially as the island welcomes thousands of visitors for the Nhô San Filipe festivities, A Semana reported.

The official release of the Maria Chaves wines, a project spearheaded by the Solidarity and Development Association, will take place on April 30. The product will only go on sale in the Cape Verdean market, however, in June, according to Father Octávio Fassano, the mentor of the project elaborated by the Capuchin Order in Cape Verde (A Semana).

ECONOMY

In the 1st quarter of 2013 the climate indicator maintained its downward trend of recent quarters, ie, the pace of economic growth continues to slow. The indicator recorded the lowest value of the last thirty-two (32) consecutive quarters and is below the series average. It is also observed that the economic climate indicator developed negatively over the same period of the year in 2012 and the economic situation appears unfavorable. This conjunctural diagnosis is the result of the findings submitted by entrepreneurs in the construction, property, tourism, manufacturing, transport and auxiliary transportation services (INE).

In March 2013 the Consumer Price Index was 2.6%, down 0.5 % to the figure recorded in the previous month. The monthly variation observed between February and March of 2013 was negative (-0.5%), higher by 0.2% as to the previous month (INE).

The Economist Intelligence Unit (EIU) foresees a “slowdown” of Cape Verde’s economic growth in 2013. After growing in 2o12 for an impressive 4,6%, this year GDP growth of “just” 4.3% is forecast, a figure that may rise again in 2014 to 4.5% per year.

Cape Verde’s first casino, to be called Casino Royal, is expected to open its doors in approximately two years in Santa Maria, on Sal Island. The government and the company that will operate the casino have signed a concession contract authorizing the latter to operate a gambling enterprise in the country, A Semana reported.

AVIATION

TAP Air Portugal intends to open a third route from Portugal to Cape Verde. Apart from Sal, Praia and Sao Vicente, the company will probably add Boa Vista to its network, something that will boost tourism on the island.

BUSINESS

Portuguese company Gesto Energia will provide consulting services for and supply equipment to Cape Verde’s state electricity utility Electra. The accord between the two companies will have a 15-month duration, and calls for the payment of 890,000 Euros for the consultancy and some 2 million Euros in equipment, A Semana reported.

SANTO ANTAO

The company Águas e Esgoto do Ceará (Cagece) announced a sanitation project for Santo Antao. The initiative is part of the international expansion strategy of the company, a public enterprise from the northeastern Brazilian state of Ceará.

The project for the Hotel Sinagoga Resort in Ribeira Grande, Santo Antão Island, will be overhauled. Works on the resort have been halted a year ago and before they will restart again (in June 2013) the whole project will have to be moved some meters away from the edge of the ocean, to respect local rules on building by the sea. The concept of the resort will also be changed: instead of 70 rooms, the four star hotel will now get 100 rooms. The additional houses will number 42 instead of 44 and will be completely furnished, A Semana reported.

Undercover U.S. agents have arrested the former navy chief of Guinea Bissau, wanted by Washington as a kingpin of the international drugs trade, in a sting operation off the coast of West Africa, Reuters reported. Rear Admiral Jose Americo Bubo Na Tchuto was detained by anti-narcotics officers along with four other people on a boat in international waters and was transported to Cape Verde, from where he would be sent on to the United States for prosecution (Reuters).

Cape Verde company Cabeólica is one of the best public-private partnerships (PPP) in Southern-Saharan Africa, according to the International Financial Corporation (IFC), of the World Bank group. With estimated investment of 60 million euros, 45 million of which came from development banks and Danish group Vestas as the group’s strategic supplier and installer, Cabeólica has contributed to improving the environment in Cape Verde through production of renewable energy, the IFC said (Macauhub).

United States President Barack Obama said the leaders of four sub-Saharan countries in Africa are consolidating democratic gains, leading to more stable governments and economic growth. Presidents Ernest Bai Koroma of Sierra Leone, Macky Sall of Senegal, Joyce Banda of Malawi, and Prime Minister José Maria Pereira Neves of Cape Verde, met with Obama. The leaders discussed ways to strengthen democratic institutions in sub-Saharan Africa, and how to expand trade and investment, Bloomberg reported.

The famous “Cha” wines from the cooperative wine cellar Cha das Caldeiras remain in high demand, mainly on the islands with greater tourist potential like Boavista, Sal and Santiago (Praia),David Monteiro “Neves”, chairman of the  Cha Wine Cellar said to the press.

The first bottling of the Maria Chaves wine, produced at the Monte Barro winery, will begin the first week of April, Inforpress reported.

A warning light in the cockpit of the Boeing carrying out TACV Cabo Verde Airlines’ weekly connection between Praia and the Brazilian city of Fortaleza, forced the aircraft to return to its point of departure 30 minutes after takeoff, A Semana reported. The Boeing 737 was acquired by TACV last year.

Prime Minister Jose Maria Neves, said he has no knowledge about Angolan companies interested in participating as strategic partners in the privatization of airline TACV and utility company Electra, Inforpress reported.

The Association of Young Entrepreneurs of Cape Verde (known by the acronym AJEC) was distinguished in two of nine world-wide categories – Most Activities per Capita and Country of the Year Award – during the Global Entrepreneurship Congress, which in Rio de Janeiro, Brazil.

A total of 3,902 tourists disembarked from two large cruise ships, Germany’s Aidacara and Italy’s Costa Furtuna, last Friday morning in Mindelo. The stopover on the island of São Vicente lasted just a few hours, enough time to tour the island by car, visit downtown Mindelo, buy souvenirs and have lunch, A Semana reported.

The Cape Verdean government will provide tax benefits to the Batuque Hotelaria e Turismo enterprise, that plans to build the first Hilton Hotel in Cape Verde on Sal Island, the Cape Verde press reported. Work is due to begin in the next six months. Under the terms of the investment contract the government guaranteed that Batuque Hotelaria e Turismo would be offered exemption on property tax (IUP), customs tax as well as income tax (IUR) in the Hilton Hotel Cape Verde’s first five years of operation.

The Postharvest Center of Santo Antao is in the process of acquiring a freezer car that will facilitate the transportion of agricultural products to the islands of Boa Vista and Sal (Inforpress).

The Minister of Rural Development (MDR), Eva Ortet, announced that the Government will invest in creating a logistics company, to be based in Praia, to unify the agri-business market in the country, local press reported.

The city of Praia saw three cruise ships docked at its port at the same time. The Kristina Katarina is carrying some 300 passengers, the Aida Cara 1,200 and the Albatroz more than 800.

At 87th place, Cape Verde heads the Travel and Tourism Competitiveness Index among Africa’s Portuguese-language countries, and is the third in the Community of Portuguese Language Counties (CPLP) and the fourth in sub-Saharan Africa.

The Mindelo Cultural Center currently have no electricity. Supply of electricity was cut off to the Mindelo Cultural Center because of a considerable debt owed water and electricity utility Electra by the Ministry of Culture, which owns the Center. In addition to the lack of electricity, the Mindelo Cultural Center has had no telephone or Internet connection for at least three months, A Semana reported.

Technical problems and theft account for 37 percent of electric power production being lost in Cape Verde, an amount worth 200 to 300 million Cape Verdean escudos (1.8/2.7 million euros) each month, said the head of the country’s Electra public water and electric power utility. Alexandre Fontes told Portuguese news agency Lusa that technical losses represent 13 percent of total production and theft (illegal connections) 24 percent, a situation that will soon be controlled by new legislation to change the criminal code being prepared by the government (Macauhub).

Remodeling begins this month of the airport on the Island of São Nicolau. The modernization of the infrastructure will include the building of a new passenger terminal – a pre-fabricated, light and flexible structure known as a flexiterminal, the first of its kind to be used in Cape Verde. The new passenger terminal at São Nicolau airport, which is located between the villages of Caleijão and Preguiça, is intended to respond to the demand of the approximately 40,000 passengers a year who make their way to the island, A Semana reported.

Cape Verdeans making maritime trips between the islands have, since February 18, been paying a new tax included in ticket prices. Port management company Enaport explains that the funds collected for every ticket (30 escudos) are channeled into the maintenance of passenger terminals, A Semana reported.

According to data from the annual survey conducted by the National Institute of Statistics, 207 hotel establishments were active in 2012, 6.2% more than the previous year. These hotels offered an accommodation capacity of 8.522 rooms and 14.999 bedswhich translated into increases of 7.9% and 6.6% respectively during the previous year (INE).

Cape Verde’s Aero-business Cluster is expected to have its epicenter on the Island of Sal. Sal offers all of the conditions necessary to stimulate business, attract investments and promote economic growth around the sector, A Semana reported.

SAO VICENTE

The Cape Verde government plans to focus on training in the sea sector by establish the Sea School on the island of Sao Vicente, which will be part of an international network. The future Sea School will be an independent unit of Cape Verde University (UNI-CV).

The Chamber of Commerce of Canary Islands and the Canary Islands businessmen residing in Cape Verde are studying the possibility of opening an air-route for cargo transportation between the islands of Cape Verde and Canary Islands, Inforpress reported.

Angolan bank BIC is expected to formalize its purchase of BPN-IFI Cabo Verde (Banco Português de Negócios-International Financial Institution Cape Verde), created to accommodate BPN’s assets following its scandal-ridden nationalization (A Semana).

TOURISM

Overnight stays at Cape Verde’s hotels of up to a maximum of 10 nights will pay a tourist tax of two euros per night as of 1 May. The tax will be paid locally and applies to travellers aged over 16. With this new tax the government hopes to net around 600 million Cape Verde escudos per year (5.4 million euros), to be used to improve the tourism sector in the archipelago, particularly by structuring services offered to tourists, as well as promoting tourism, providing training, protecting the environment and increasing security. Cape Verde’s tourism operators are in favour of the measure and believe it will improve conditions for tourists and the business climate, Macauhub reported.

INTERNATIONAL

The President of the Republic, Jorge Carlos Fonseca, announced that by the end of this year Cape Verde will host a “big event” that will bring together national politicians, academics and researchers and from United States of America.

Cape Verde and the European Union will sign the Readmission Accord in Brussels in March of this year. The document is the last step before the Visa Facilitation Accord goes into effect for citizens of both Cape Verde and the European Union, and the final stage of a process that began in June of 2008 when the government established the so-called Partnership for Mobility with the European Union as a part of the Special Partnership entered into in November of 2007 (A Semana).

POLITICS

The Movimento para a Democracia  (MpD -opposition party) will change its internal electoral rules to ensure greater transparency and internal democracy during the elections for the new leader of the party to be held this year. No date has been scheduled yet. Widely believed to be the frontrunner is the present mayor of Praia.

Cabinet spokesman and Minister of National Defense Jorge Tolentino has confirmed his intention to leave the government in the next cabinet shuffle, which is expected to take place in March or April, in order to dedicate his time to his “lifelong passion,” literature, A Semana reported.

SANTIAGO

Two masked armed thieves held up the Quinta da Montanha Hotel, located in the mountain village of Rui Vaz on the Island of Santiago, in the early morning hours of Sunday, February 17. The thieves, whose identity has yet to be discovered, managed to steal a mobile phone and more than 100,000 escudos in cash from the register in the reception, A Semana reported.

The TACV Cabo Verde Airlines flight that connects Portuguese capital Lisbon and the northeastern Brazilian city of Fortaleza via Praia “has been going well,” A Semana reported. Regular flights between the two cities were resumed on December 6 after a hiatus.

In the year 2012, the hotel industry registered some 534,000 customers, representing an increase of 12.3% over the year 2011. In the same period, overnight stays grew 17.9%. The UK was the leading country of origin of tourists. Tourists from the UK were also those that spent more time in Cape Verde, with an average stay of 9.1 nights. The island of Boa Vista island was the most sought after by tourists, representing approximately 38.1% of the entries in hotel establishments (INE).

ECONOMY
According to the National Statistical Institute survey of consumers in the 4th quarter of 2012, the index of consumer confidence decreased in comparison to previous quarters, i.e. the confidence of Cape Verdeans is the lowest in three consecutive quarters. However, when compared with the same quarter of the previous year, it was found that the confidence indicator progressed favorably. This was due to the positive assessment of families on the current economic situation of households over the same period of year 2011, as well as the economic and financial situation of the country over the next 12 months (INE).

LOGISTICS

Canary Islands shipping company Boluda Corporación Marítima may increase its shipping routes between Cape Verde and the countries in the Economic Community of West African States (ECOWAS). The company plans to increase the frequency of its shipping route to Sao Vicente from once a month to once a fortnight as well as extending it to Praia, on Santiago Island. The company is analysing the feasibility of expanding sea routes linking Cape Verde to other West African countries.

CAPE VERDE CAN!

After holding their ground against South Africa in the opening match of the Africa’s Cup soccer tournement held in South Africa (0-0), as well as against Morocco (1-1), Cape Verde’s national team, the Blue Sharks, beat Angola at 2-1 and made it to the quarter finals. But Ghana proved to strong and that’s where Cape Verde’s dream came to an end. Nevertheless, it was a greaat achievement and the Blue Sharks showed that it was not just a lucky shot or draw that got them in the Africa’s Cup. Those boys did more promoting for Cape Verde than a dozen trade missions could have done. Now the country has won respect from the masses worldwide.

TOURISM

A total of 153 passengers on a TAP flight from Portuguese capital Lisbon had to return to Portugal due to a lack of hotel rooms on the Island of Sal. The flight, whose original destination was São Vicente, was diverted to the island of Sal because of the poor visibility caused by suspended dust particles at São Vicente’s Cesária Évora International Airport. Hotels on Sal, however, were booked solid, forcing the airline to take all of the passengers back to their point of departure, A Semana reported.
